John D'Angelo (Tom Skerritt) is a Philadelphia deli owner who organizes a vigilante group after the city's brutal violence affects his family. His primary targets are the pimp responsible for his wife's (Patti LuPone) miscarriage and the punks who tried to rob his mother (Gina DeAngeles), but John is soon running for councilman, even as he employs harsh methods and faces accusations of racial bias.
